Every fish that comes out of Lake Victoria passes through a landing site. That moment — boat grounding on sand or concrete, catch unloaded, buyers converging — is where the lake's productivity is converted into livelihoods, nutrition, and commerce. Uganda has over 200 registered landing sites along its Lake Victoria shore, ranging from major facilities handling hundreds of boats and tonnes of fish daily to small community beaches where a cluster of canoes brings in modest catches before dawn. Understanding how landing sites work, and what makes some far more effective than others, is fundamental to understanding Uganda's fisheries economy.
Extensive visits to Lake Victoria landing sites — across fourteen separate trips spanning January 2024 through January 2026, totalling 65 days in fishing communities — provide a grounded view of what these sites look like in practice, who depends on them, and what the difference is between a well-functioning site and a poorly equipped one.
What Happens at a Landing Site
The action at a landing site begins before dawn. Fishing boats — ranging from traditional dugout canoes to motorised wooden vessels with crews of three to five — return from overnight or multi-day fishing trips and run up onto the beach or tie to a jetty. The catch is unloaded immediately, a process that itself affects quality: fish handled carefully and kept in shade spoils more slowly than fish dragged across sand and left in direct sun.
Buyers are waiting. At larger sites, there is a hierarchy of buyers: agents from export processing companies looking specifically for large Nile perch meeting EU quality specifications; traders from urban wholesale markets buying in bulk for transport to Kampala, Jinja, or Entebbe; and smaller local traders buying for immediate retail in nearby town markets. At smaller sites, there may be only one or two buyers, which fundamentally changes the negotiating position of fishers — when there is only one buyer, that buyer sets the price.
Weighing, grading, and payment happen rapidly — the competitive pressure at busy sites means the entire transaction from boat landing to sale can be completed in minutes. How fish is graded, what price is agreed, and whether fishers have any recourse if they believe they are being underpaid are all questions that the quality of landing site governance — whether there is an active Beach Management Unit, whether weighing equipment is calibrated and shared, whether there are published price reference points — determines in practice.
Beach Management Units: Governance at the Landing Site
Uganda established a system of Beach Management Units (BMUs) on Lake Victoria in the early 2000s, following a reform of the country's fisheries management approach. A BMU is a community-level governance body responsible for managing activities at a landing site: registering boats and fishing gear, monitoring compliance with fishing regulations, collecting landing fees, and maintaining basic order and hygiene at the site.
The BMU system was intended to decentralise fisheries management — bringing regulation closer to the communities that depend on the lake and reducing the burden on the central Directorate of Fisheries Resources to monitor hundreds of remote sites. In places where BMUs have strong leadership and broad community support, they have been effective in enforcing gear restrictions, monitoring juvenile fish, and maintaining landing site facilities. In places where they have been captured by powerful interests — boat owners, major buyers, or local political figures — they have been less effective as governance institutions.
The quality of BMU governance is one of the most important variables in determining landing site outcomes: whether fishers receive fair prices, whether environmental and quality regulations are enforced, and whether the site's physical infrastructure is maintained. Strengthening BMU capacity and accountability has been a consistent theme in Lake Victoria fisheries development programming for two decades.
The Value Chain: From Landing Site to Consumer
A fish that leaves a Lake Victoria landing site in good condition may travel through four or five transactions before reaching its final consumer. The value chain from net to plate typically involves: the fisher who caught the fish; a first buyer at the landing site; a wholesaler or aggregator who assembles larger volumes from multiple landing sites; a processor or transporter who adds value through icing, cleaning, or smoking; a retailer in an urban or peri-urban market; and finally the consumer.
Each transaction creates an opportunity for value addition — or for quality loss. Fish that is re-iced at the aggregation stage maintains quality longer. Fish transferred from truck to truck without adequate cooling in between deteriorates during the transfer. The price received at each stage reflects the quality of the fish and the negotiating power of the seller, which is in turn determined by whether the seller has storage options and alternatives to the buyer in front of them.
For communities at remote or island landing sites — the Ssese Islands, smaller fishing communities along Uganda's southern shore — the value chain has additional links. Fish must cross the lake by boat before entering the road transport system, adding time and handling. Island communities are therefore particularly dependent on landing site infrastructure — cold storage and ice especially — to compensate for the longer supply chain and give their fish a realistic chance of reaching distant markets in saleable condition.
The 20 Planned Landing Sites: National Infrastructure Investment
The government of Uganda's identification of 20 planned landing sites on Lake Victoria represents the national-level view of which sites warrant infrastructure investment — formal jetties, paved access roads, utilities, and water transport connections. These sites are intended to become nodes in a formal water transport network as well as improved fish landing infrastructure.
Investment in these 20 sites has implications well beyond their immediate catchment. A landing site with a formal jetty that can receive larger vessels becomes a hub for surrounding smaller sites, attracting buyers and aggregators who then serve the surrounding area. Paved road access reduces the cost and time of fish transport to urban markets, which flows back as higher prices to fishers. Reliable electricity supports cold chain infrastructure. Each infrastructure improvement creates positive spillovers in the surrounding fishing economy.
Landing Site Pollution: The Environmental Cost of Concentration
Concentrating fish landing, processing, and trade activity at specific points on the Lake Victoria shoreline creates environmental management challenges that, if unaddressed, undermine the long-term productivity of the lake that the sites depend on. Fish processing generates organic waste — offal, blood, scales — that creates serious water quality problems if released directly into the lake or onto beaches adjacent to the water. Boat engines release petroleum products. Human sanitation at sites with large daily populations of fishers and traders is a persistent problem.
Well-managed landing sites address these challenges through waste management infrastructure — collection points for solid fish waste, effluent treatment for liquid processing waste, sanitation facilities for workers — and through BMU enforcement of environmental standards. Poorly managed sites treat the lake as a waste disposal system, contributing to the eutrophication and water quality degradation that affects fish breeding habitats in nearshore areas.
The environmental management of landing sites is therefore not separate from the fisheries management objective — it is integral to it. A landing site that pollutes the adjacent lake reduces the productivity of the water that feeds the fish that sustains the site. The long-term interest of fishing communities in clean water is direct and measurable, even when the short-term cost of proper waste management seems prohibitive.
