Lake Victoria is Africa's most important source of inland fishery production. That single fact carries the full weight of what managing the lake's fisheries actually involves: not just counting fish or setting quotas for individual species, but governing a system on which an estimated 136,000 artisan fishermen in Uganda alone depend for their livelihoods — and behind them, approximately 700,000 more people whose income comes from boat-building, fish processing, trade, net-making, industrial processing, extension services, and research. The Ecosystem Approach to Fisheries, commonly abbreviated as EAF, is the management framework designed to hold all of that complexity together while keeping the lake productive over the long term.
During multiple visits to fishing communities on Lake Victoria — twelve consecutive days in October 2024 and eleven days in January 2026, with further visits in April, May, and June 2026 — the tension between the lake's ecological pressures and its role as a provider of food and income is visible in the physical landscape of every landing site: in the proliferation of water hyacinth, the decreasing average size of landed fish, the crowded beaches where hundreds of boats compete for the same fishing grounds. The EAF is the conceptual framework within which attempts are made to address all of this simultaneously.
What the Ecosystem Approach to Fisheries Actually Means
Traditional fisheries management focused primarily on a single species or a small group of target species: assess the stock, set a catch limit, enforce the limit. This approach — sometimes called single-species management — was the dominant paradigm in fisheries science through much of the twentieth century, and it produced some successes in well-studied, relatively simple marine environments where the target species, its biology, and its habitat were well understood.
Lake Victoria is not a simple system. It contains approximately 183 fish species across the basin, embedded in complex ecological relationships that extend from the bacteria and phytoplankton at the base of the food chain to the large predators at the top. Changes in one part of the system ripple through others in ways that single-species models cannot predict. When Nile perch expanded through the lake in the 1970s and 1980s, it was not simply adding a new stock to be managed — it was restructuring the entire ecological community, eliminating hundreds of cichlid species that had occupied niches across the food web and replacing a diverse multi-species system with a simpler one dominated by a small number of commercially important species.
The Ecosystem Approach to Fisheries emerged from this experience and from parallel lessons in marine fisheries around the world where single-species management repeatedly produced overexploited stocks, collapsed fisheries, and impoverished communities. EAF broadens the management frame to consider the whole ecosystem: target and non-target species, habitats, predator-prey interactions, human communities, and the broader social and economic context in which fishing takes place. Crucially, it treats human communities as part of the ecosystem, not external actors operating on it from the outside.
The Scale of Uganda's Lake Victoria Fishery
The numbers that characterise Uganda's Lake Victoria fishery are large enough to justify the complexity of the management approach they demand. The lake produces an annual catch of approximately 500,000 tonnes — a figure that encompasses Nile perch, Nile tilapia, mukene, and a range of smaller commercial species. This catch sustains a domestic food system in which fish is the primary protein source for much of the population in and around the lake basin, and generates export earnings that contribute significantly to Uganda's agricultural economy.
Behind the 136,000 artisan fishermen operating on the lake is a much larger support economy. Boat-builders and engine mechanics service the fishing fleet. Net-makers and fishing equipment traders supply the inputs that fishing operations require. Industrial fish processors operate facilities that transform Nile perch into export-quality frozen fillets bound for European markets. Extension officers and fisheries researchers monitor stock status and disseminate technical guidance. Local administrators operate the Beach Management Unit system that governs landing sites. When all of these activities are counted, approximately 700,000 people around the lake depend economically on fishery-related activities — and nationally, the sub-sector supports the livelihoods of over 5.3 million Ugandans and provides direct employment to approximately 1.5 million people working in capture fisheries and aquaculture.
The scale of this economic dependence on the lake's productivity is precisely why EAF matters. A management framework that kept the lake productive only for a few more years before collapsing stocks would be catastrophic for a population of this size. The EAF framework demands a longer time horizon: managing for sustained productivity over decades rather than maximising short-term catch volumes.
The Lake Victoria Fisheries Organisation and Transboundary Governance
Lake Victoria is shared among three countries: Uganda holds approximately 45 percent of the lake's surface, Tanzania approximately 49 percent, and Kenya the remaining 6 percent. Effective EAF implementation requires coordination across all three jurisdictions — a fish stock that is protected on the Uganda side of the lake cannot be sustainably managed if it is overexploited on the Kenyan or Tanzanian side, and vice versa. The institutional framework for this coordination is the Lake Victoria Fisheries Organisation (LVFO).
Established in 1994 under the East African Community framework, LVFO coordinates stock assessments across the whole lake, sets common standards for fishing gear and mesh sizes, manages the regional catch data system, and facilitates the development of harmonised fisheries policies across the three member states. LVFO's mandate explicitly incorporates the EAF principles: it is not simply a quota-setting body but a platform for integrated ecosystem-level management.
In practice, LVFO's effectiveness is constrained by the political and institutional capacities of its member states. Enforcement of fishing regulations falls to national governments — Uganda's Directorate of Fisheries Resources, Kenya's State Department for Fisheries, and Tanzania's Ministry of Livestock and Fisheries — and the consistency of enforcement varies considerably across the lake. LVFO provides the coordination framework and the scientific basis for management decisions, but implementation ultimately depends on national political will and resource allocation.
Illegal Fishing and the Limits of Management
A significant share of the fish caught on Lake Victoria never enters the official statistics. IUU fishing — illegal, unreported, and unregulated — represents a persistent gap between formal management frameworks and the reality on the water. Fish caught using prohibited gear types, landed at unregistered sites, or moved through informal trade channels may never be counted. The consequence for fisheries management is that stock assessments based on official catch data systematically underestimate actual fishing pressure, making it harder to set sustainable catch limits.
Illegal gear is a particular problem on Lake Victoria. Prohibited mesh sizes — nets with openings too small to allow juvenile fish to escape — are widely used because they increase short-term catch volumes, even though they deplete the stock by removing immature fish before they can reproduce. Longlines and small-hook gear are efficient at catching large individuals but inflict high bycatch on non-target species and juvenile fish. Records of seized illegal fishing gear in Uganda show persistent use of prohibited nets across all years of monitoring, with increases in the seizure of boats and canoes from 2022 to 2023 suggesting expansion in the scale and organisation of illegal operations — likely driven by declining stocks, increasing demand, and economic pressure on fishing communities.
The EAF framework addresses IUU fishing as a systemic issue rather than simply a law enforcement problem. Community-level Beach Management Units play a key role in monitoring compliance at landing sites, registering boats and gear, and creating social accountability structures that make illegal fishing more difficult to sustain without community knowledge and tacit acceptance. Where BMUs are well-governed and enjoy genuine community support, IUU fishing rates are measurably lower.
NaFIRRI and the Science Supporting EAF
The scientific foundation for EAF implementation on Lake Victoria is provided primarily by the National Fisheries Resources Research Institute (NaFIRRI), Uganda's principal fisheries research body. NaFIRRI conducts stock assessments, monitors water quality parameters, studies species dynamics, and maintains the data systems that inform management decisions. One notable development in recent years has been the operationalisation of the Freshwater Biodiversity Portal for Uganda — a digital platform providing open access to freshwater biodiversity data and information that has accumulated over 16,000 views, demonstrating growing use by researchers, managers, and policymakers.
Effective EAF implementation requires harmonised monitoring frameworks across the lake — data collected consistently enough, frequently enough, and at enough spatial coverage to detect long-term trends and link changes in fish populations to their drivers. Achieving this remains a challenge: funding for fisheries research is limited relative to the scale of the system being monitored, and logistical constraints have occasionally prevented surveys from being completed (dissolved oxygen and temperature surveys, for example, were not carried out in 2022 due to logistical constraints).
The Future: Production Targets and Sustainable Limits
Uganda's Fisheries and Aquaculture Policy sets ambitious targets for fish production: a national goal of 1.7 million tonnes annually by 2030, split between 700,000 tonnes from capture fisheries and 1 million tonnes from aquaculture. Current production — estimated at 600,000–700,000 tonnes from capture fisheries and approximately 120,000 tonnes from aquaculture — falls significantly below these targets, particularly on the aquaculture side.
The EAF lens asks a question about these targets that purely economic analysis often does not: at what point does increased production from capture fisheries begin to exceed the lake's sustainable yield? The 136,000 fishermen on Lake Victoria are already fishing a system that shows signs of chronic overexploitation in certain species and zones. Scaling capture fisheries production further — even to the 700,000-tonne national target — requires rigorous stock assessment work to confirm which species and which areas have genuine additional capacity, and where the ecosystem is already at or beyond sustainable limits.
The more achievable path to the 1.7-million-tonne target runs through aquaculture expansion rather than intensified wild capture — and indeed the national policy recognises this by setting aquaculture targets nearly three times higher than capture fisheries targets. Cage aquaculture on Lake Victoria and pond aquaculture across the lake basin have genuine expansion potential if the bottlenecks of high feed costs, limited cold storage, inadequate financing, and inadequate technical support are addressed. For the lake's wild stocks, the more productive ambition may not be catching more fish, but preserving the ecosystem conditions that allow the lake to keep producing at its current level indefinitely.
