Fish Processing Uganda: Industry, Key Sites, and the Road to 2030

From Masese in Jinja to Kigungu near Entebbe — how Uganda's fish processing sector works, what the numbers show, and what it would take to reach national production targets

Uganda's fish processing sector is economically significant in a way that its profile in development reporting often underestimates. The fisheries sub-sector contributes 3 to 6 percent of national GDP and 12.6 percent of agricultural GDP — in a country where agriculture is still the backbone of the economy, these are substantial figures. Fish provides direct employment to approximately 3 million people, and the export trade from Lake Victoria generates foreign exchange at a scale that places it among Uganda's leading export sectors. Understanding how that economic activity is organised — where fish is processed, at what scale, and by whom — is essential background for understanding both the opportunities and the bottlenecks in Uganda's fish economy.

Fourteen visits to Lake Victoria fishing communities over 2024–2026 — including 12 consecutive days in October 2024, 11 days in January 2026, and 13 days in May 2026 — have provided direct experience of the processing sector at the scale where it actually operates: not in GDP statistics, but at landing sites where fish changes hands, in processing sheds where women fillet and dry, in the trucks that leave before dawn heading for Kampala. The numbers give the framework; the fieldwork gives the texture.

Production: Where Uganda Stands and Where It Aims to Go

Uganda's Fisheries and Aquaculture Policy, adopted in 2018, sets an ambitious production target: 1.7 million tonnes of fish annually by 2030. This total is divided between 700,000 tonnes from capture fisheries — wild-caught fish from Lake Victoria and Uganda's other four major water bodies — and 1,000,000 tonnes from aquaculture. The scale of this ambition becomes clear when compared with current production: capture fisheries produce approximately 600,000 to 700,000 tonnes annually, and aquaculture contributes approximately 120,000 tonnes. The gap is almost entirely on the aquaculture side.

The aquaculture gap — from 120,000 tonnes to the 1,000,000-tonne target — is where the real production challenge lies and where the investment case for processing infrastructure is strongest. Aquaculture production in Uganda is primarily through cages on Lake Victoria and in ponds across the country. The constraints on aquaculture expansion are well understood: high feed costs, limited market access, inadequate cold storage at production sites, and minimal investment in processing infrastructure. These bottlenecks keep aquaculture output well below potential and mean that fish that could be processed and sold at higher value is instead either consumed locally at lower prices or wasted through post-harvest loss.

The Named Processing Centres: Masese, Katosi, Kigungu

Not all Lake Victoria landing sites function equivalently in the fish processing system. Several sites have developed into major centres where fish from surrounding smaller landing sites is aggregated, processed, and dispatched — either to domestic markets or to export processing facilities. These bulking centres are where the economics of scale that industrial-level processing requires can operate.

Masese and Wairaka in Jinja District represent the northern shore's principal processing hub. Masese is notable for the presence of nearby industrial fish processing factories — export-oriented Nile perch facilities that require the consistent, high-volume supply of fish that only a major bulking centre can provide. The hygiene standards at Masese are, according to transport infrastructure assessments, among the better-maintained on the Uganda lakeshore, a direct consequence of the export processing connection: factories whose certification depends on the quality of their raw material supply have an incentive to invest in or encourage better handling at the landing sites that supply them.

On the western shore, Kasenyi and Kigungu in Wakiso District serve the Entebbe area — geographically close to Entebbe International Airport, which matters for export logistics, and to the government and diplomatic community around Entebbe that constitutes a premium domestic market for quality fish. In Mukono District, Katosi and Ssenyi serve the eastern reaches of the lake's Uganda shore, and Gaba in Kampala District provides the capital's most direct connection to lake-landed fish.

Each of these sites has a different character, a different mix of species, and a different relationship with domestic and export buyers. What they share is a role as nodes in the supply chain where the transition from catch to commodity — from fish in a net to fish in a processing facility or a market stall — actually happens, and where the quality of infrastructure directly determines the quality of the product that reaches the end consumer.

Export Trade: The Covid Disruption and Recovery

Uganda's fish export figures tell a clear story about the sector's vulnerability to external shocks. In 2019, fish exports from Uganda's major water bodies — led by Nile perch from Lake Victoria — reached 27,173 tonnes, generating approximately $177.6 million in export earnings. Then Covid-19 arrived. Logistics disruptions, market closures, and restrictions on the movement of people and goods collapsed the export trade: by 2020, regional fish trade had fallen to an estimated 19,000 tonnes worth approximately $55 million — a decline of roughly 70 percent in export value from the previous year's peak.

The Covid shock exposed structural vulnerabilities in Uganda's fish export sector that were already present but masked by favourable market conditions. Heavy dependence on a single export product (Nile perch fillet), a limited number of destination markets (primarily European), and a processing infrastructure concentrated in a small number of large facilities created a supply chain that was efficient in normal conditions but fragile under disruption. The diversification of export products — value-added processing beyond basic fillet, expanded regional market development, investment in cold chain logistics that can serve multiple market channels simultaneously — is one strategic response to this fragility that the 2030 production targets should be designed to support.

Women in Fish Processing: A Structural Role

The gendered structure of Uganda's fish sector is particularly visible at the processing level. At landing sites on both Lake Victoria and Lake Albert, the processing of smaller fish species — mukene (the small pelagic dried locally), muziri, and ragogi — is consistently women's work. This is not incidental or informal: it is a recognised and entrenched division of labour in which men dominate the offshore fishing and boat ownership roles, while women manage the post-catch economy — buying, processing, drying, trading, and retailing fish in local markets.

The implications of this gendered structure for industrial and semi-industrial fish processing are significant. Investments in processing infrastructure that serve the artisanal domestic supply chain — improved drying racks, shaded processing areas, clean water access at landing sites — are in practice investments in women's working conditions and income. Programmes that train women in hygiene and quality management are improving the food safety standards of an entire sector, one practitioner at a time. The fish on a Kampala market stall has passed through multiple hands, most of them women's, between the net and the consumer.

Critical Fish Habitat and the Foundation of Processing

The entire fish processing sector depends, ultimately, on the continued productivity of the lake. Uganda's government has recognised this dependency by prioritising the identification and protection of critical fish habitats in Lakes Victoria and Kyoga — the shallow nearshore zones, fringing wetlands, and river mouths that function as breeding and nursery areas for commercially important species. Deliberate stock enhancement — stocking indigenous fish species into natural water bodies and valley dams — has been undertaken to expand the overall area of fish production and reduce pressure on the most intensively fished zones of the lake.

The connection between habitat protection and processing sector viability is direct. A processing factory on Lake Victoria requires a consistent, adequate supply of raw material — fish of appropriate size, species composition, and quality. If overfishing, habitat degradation, or climate-related ecological change reduces the availability or quality of that raw material, the economics of processing facilities deteriorate: high fixed costs — facilities, equipment, staff, cold chain — must be spread over diminishing volumes, raising per-unit processing costs and reducing export competitiveness. Protecting the lake's productive capacity is not an environmental luxury in this context; it is an economic necessity for the processing sector that depends on it.
